yes, lights of some sort … nicely done.
Hmmmmm, all the dots are hues of red. Is that significant? Well, some green in the background.
What a fun mystery. I’ve never been to Oakland, so that isn’t a good hint for me, but I, too, believe it’s lights of some kind with some effective focal choice.
